24 year old Carl, who signed for the Hammers on Tuesday lunch time, says:
"I heard of the interest and I am delighted to have joined; West Ham is a big club so there was never any doubt in my mind about coming - it is a new challenge for me and I am looking forward to it."
Carl can't wait to start work with Alan Pardew and he adds:
"I have heard good reports about him - and of course I know Peter Grant from my time at Bournemouth.
"I am aware that West Ham like to get the ball down and pass it; that has been a major factor in my decision to join because that is what I like to do.
"So I am just looking forward to getting started, really."
The chance to renew the acquaintance of Peter Grant was a factor in him moving, and he smiles:
"You ask him the time and a couple of hours later he is still talking to you!
"But seriously, I have been very impressed with him from his time at Bournemouth - so it will be good to work with him again."
Carl can play defence or midfield, and he says:
"The way the game is going at the minute squads are getting smaller, so if a player can play in a couple of positions it is obviously going to help when people get injured or suspended and you might have to fill in for a couple of weeks.
"If you can do a couple of jobs it is useful; I just want to play and it it doesn't matter where - I am just happy to be here."
Carl felt the timing was right for his first transfer and hopes it can soon help him cement a regular place in the Welsh team.
"I have been at Bournemouth since I was 11 and I have seen a lot of people come and go.
"I have had the call-up for Wales and that gives you a taste of another level - but I wouldn't have got where I am without the help of the players and staff at Bournemouth, so a lot of credit has got to go to them.
"I was lucky enough to have such good people around me."
The Welsh FA gave Carl dispensation to go through with the transfer on Tuesday in the build-up to their World Cup qualifiers, and he adds:
"They were good enough to let me meet up with them late to get this done, and now it is, I can concentrate on Wales.
"I got called up last season and obviously it has been a bit of a whirlwind thing; I was really proud and delighted to get the nod and get some games.
"We have a couple of tough qualifiers coming up with Northern Ireland and Azerbaijan so I am on duty for that.
"I know Andy Melville from Wales so he can fill me in a bit more about West Ham when I see him and that will make fitting in a bit easier."
Carl's arrival adds competition to the squad and he knows all about West Ham's desire to get promoted this season.
"Every team wants to get out of the league and obviously West Ham have great expectations and a brilliant squad," he says.
"With the quality and size of the club they should be in the Premiership - but you have to get the results.
"There is competition for places and that is good for the team because you have to keep your standards high to get in it.
"We have a good chance of going up and I want to play at the highest level possible with West Ham."
