He says: "Every weekend I see four or five games in mainland Europe - Germany, Belgium, Holland - in search of players.
"I know what kind of players we are looking for, and it is dependent on the club which players they want - I give the names and the club has to decide within those possibilities they have what they do.
"There are several Bosman players who were and are interesting, for instance Jon Dahl Tomasson from Feyenoord who is going to AC Milan."
Theo says that the Hammers have a good reputation on the continent and adds: "West Ham has a good name, especially in Holland, and particularly the youth department which is famous.
"And people see the magnificent results they have had this season to finish seventh or eighth, the best of the rest."
Theo works closely with chief scout Ted Pearce, but adds: "In a few weeks I will see Glenn. I know which positions they want and it depends on the financial possibilities what they are going to do."
