The Senegalase defender, currently with Paris Saint Germain - who Glenn watched at the weekend - will spend a couple of days training with the Hammers in an effort to secure a move.
But Paul stresses that fans, desperate to hear news of a new signing, should not jump the gun.
"Glenn has been working night and day to bring in the right players to the club," says Paul, "and Cisse is one of a number of options.
"But Glenn is exploring several other avenues, so it is a case of 'wait and see' as regards this player.
"Bringing in fresh faces that can improve the squad is a top priority, but Glenn has made it quite clear that he will only be looking to sign players of high quality.
"We are aware of the need to strengthen, of course we are, but Glenn will not panic and be signing players just for the sake of it."
Cisse, a versatile player who can also play midfield, signed for PSG from Sedan three years ago.
